Here, PG&E describes it steps toward safety since it began laying pipelines. Throughout, PG&E describes the high quality of patrols that it conducted, and how it identified and removed all problems. Clearly, it did not consider trees a problem.

Pipeline 132 was laid in extremely rural land, prior to the time that any regulations were in force. Since 1961, numerous increasingly strict regulations have been implemented. In addition, since pipeline 132 was laid, this rural area has become extremely urban. How can PG&E expect citizens to take its word for it that a rural pipeline built 60 years ago could possibly meet current guidelines for urban areas?
